If the president neither signs nor vetoes a bill "within ten Days (Sundays excepted) after it shall have been presented to him" it becomes a law without the president's signature, "unless the Congress by their Adjournment prevent its Return in which Case it shall not be a Law" (called a pocket veto). A presidential veto may be overridden by a two-thirds vote in both houses of Congress; this occurs relatively infrequently.
